Humanitarian Task Force (HTF)


The Co-Chairs of the former Social Development and Humanitarian Strategy Group (Ministry of Social Affairs, UNSCO) in conjunction with the Ministry of Planning and Administrative Development and with the endorsement of the members, decided on 21 August 2008 to restructure the Strategy Group focusing more exclusively on social development and poverty analysis. From this arose the need for a dedicated forum to discuss humanitarian coordination in the oPt and ensure close cooperation among the Palestinian Authority (PA), the United Nations, NGOs and donors. To address foregoing matters, and ensure that humanitarian assistance is aligned with recovery and development work in the occupied Palestinian territory (oPt), a representative Task Force will meet once every quarter under the chairmanship of the PA and the Humanitarian Coordinator.

The main objective:

The objective of the Task Force meetings will be to coordinate coherent strategies for humanitarian assistance, monitor progress of the implementation of humanitarian programs such as the Consolidated Appeal, and promote coherent and collaborative approaches among key stakeholders with the aim of effectively addressing the humanitarian situation in the occupied Palestinian territory as well as creating synergies between humanitarian assistance and early recovery through policy development.



·         To provide strategic guidance on humanitarian issues and ensure harmonization and alignment with Palestinian development plans.

·         To review the humanitarian situation and strategically plan response to address humanitarian needs in the oPt .

·         To steer and review existing emergency and humanitarian response strategies, including progress monitoring on the CAP and other humanitarian responses.

·         To review and, as necessary, adjust the monitoring and impact analysis of all humanitarian and emergency aid that is being provided to the oPt.

·         To request and receive briefings from relevant organizations on specific aspects of a given situation – for example, project implementation issues, the cost of assistance, progress and quality of the emergency sector, and operational coordination etc.


To this end, Members will:

·         Participate actively and substantively in the work of the HTF. Through policy discussion and advisory inputs, they assist the Chair Ministry to identify strategic priorities for humanitarian interventions.

·         Promote effectiveness and transparency within the HTF by regularly sharing information on planned programme activities.

·         Designate a person to regularly attend meetings to ensure continuity, and make sure this representative is empowered to represent, and speak on behalf their respective governments, ministries and organisations.
